Report review and flag disputes

The theft registry is coming soon. Registration, serial checks, and stolen-report submission are not open yet.

The planned service will review reports before applying a “Reported stolen” flag and provide a way to dispute an incorrect flag. Review criteria and the dispute process will be published before launch.
